PC Cleaner Pro is automatically starting when Windows starts

I deselected the option to have PC Cleaner Pro start with Windows, made sure it's not in my startup folder and yet it still is starting with Windows. This is the type of app I want to run only when I choose and not to automatically hijack my system. Any ideas how to fix this? I have uninstalled it for now. Thanks.

  How to use CCleaner's Startup tool: Click the Tools icon on the left, then click Startup. You should see a list of all items set to start automatically with Windows. Disabled items show a No in the Enabled column.
