  Do you mean that the popup comes up on one specific web site or on all web sites?

  In the first case, it's probably an ad in the code of that web site.

  In the second case, there is probably adware in the computer and to get help with cleaning your computer, please follow the instructions in the topic Read This Before You Post! and I will move your topic to the forum Help with Stubborn Infections.
